Third Meeting of the Ordinary Building Permit Commission (PCO) The Mayor of Djibouti reaffirms the Need for Full Cooperation and Respect for Institutional Commitments -Today, October 30, 2024, the Ordinary Building Permit Commission (PCO) met under the chairmanship of the Mayor of the City of Djibouti, Mr. Saïd Daoud Mohamed. This commission, in accordance with Order No. 2007-0647/PR/MHUEAT, brings together several key institutions responsible for examining PCO files in order to coordinate and facilitate the processing of building permit applications. Malgré l’importance de cette réunion, la Direction de l’Aménagement du Territoire, de l’Urbanisme et de l’Habitat (DATUH) a, une fois de plus, brillé par son absence. Since the reactivation of the commission on September 26, 2024, DATUH has not participated in the work of this body, boycotting each session. However, this department, which is the secretary of the session in accordance with the decree governing the operation and organization of the commission, is responsible for providing the files necessary for the joint analysis and concerted decision-making on the PCOs, an essential step to ensure the smooth running of the procedure. During this session, Mr. Said Daoud Mohamed firmly reiterated the importance of full cooperation between all institutions to best serve citizens and ensure the proper functioning of public services. He recalled that administrative efficiency is based on collective and structured management of projects, in compliance with the laws and regulations in force. The Mayor stated with conviction: “A capital is about laws, and no one is above the law.” The Mayor also expressed his frustration with the current blockage caused by the lack of PCO files, stressing that this situation directly impacts citizens, who are deprived of the services to which they are entitled. The Municipality of Djibouti remains determined to find a solution, and is considering taking steps with the relevant authorities to ensure that everyone's responsibilities are respected. This session of the PCO Commission demonstrates the determination of the Mayor of Djibouti to guarantee an efficient and transparent public service, ensuring that all stakeholders involved fulfil their obligations towards the city and its inhabitants.
