The start of the 2024-2025 municipal year marks a decisive stage in the consolidation of the empowerment of local governance under the leadership of the town's mayor, Said Daoud Mohamed, and the president of the commune of Balbala, Mohamed Hassan Said. In the wake of the political resumption orchestrated by the President of the Republic, HEM Ismail Omar Guelleh, these municipal players are initiating a series of reforms aimed at improving the efficiency of public services and strengthening discipline within the local administration. The strategy unveiled by the Mayor is based on three major axes: the introduction of new disciplinary measures, the reform of administrative regulations, and the overall improvement of services rendered to the population. On the other hand, the administrative reforms introduced aim to simplify procedures, reduce bureaucracy and make services more accessible to citizens, while speeding up the processing of cases. These initiatives are part of a stated desire to modernise municipal management, strengthen public confidence and ensure more transparent management of municipal resources. With this approach, the Mayor is demonstrating his determination to establish a culture of responsibility within the local administration, thereby meeting the growing expectations of residents in terms of the quality of public services. This new municipal term is therefore not only a time for taking stock, but also a turning point towards more autonomous, more transparent local governance that is more responsive to the needs of the population.
