DJIBOUTI, May 25, 2025 (ADI) — Under the leadership of Mayor Said Daoud Mohamed, the Djibouti City Council held an ordinary session this Sunday morning. The objective? To advance municipal projects and prepare for the 48th Anniversary of Independence—two closely linked priorities. Inside the meeting room, discussions were direct and purposeful. At the forefront was the extension of the Balbala municipal headquarters. Plans were presented, the agreement submitted, and elected officials applauded images of the foundation stone already laid. The project is launched, visible, and progressing. However, not everything is in order. The accountant raised concerns about irregularities and stressed the importance of compliance, traceability, and preventing misconduct. The Mayor reinforced this message firmly: “No one may collect taxes without authorization. No parallel structure should exist.” His words were direct, brief, and unquestionable. Deputy Mayor Fatouma Mohamed Kamil emphasized the value of local democracy. According to her, these sessions are crucial as they allow elected representatives to speak, propose, and raise issues. She regretted the absence of eleven council members, calling it a missed opportunity to act. Another key point was international cooperation. A detailed report on the mission to Riyadh was presented, showcasing the municipality’s commitment to forging strong partnerships, pursuing project-based diplomacy, and enhancing visibility on the regional stage. Preparations for the Independence Day celebration are in full swing, involving two components: a practical one focused on cleanup, removing abandoned vehicles, and reclaiming public spaces; and a symbolic one centered on education, history, and patriotism, with a focus on engaging youth and passing on national values. In response to calls for division, the Mayor spoke candidly, condemning boycott efforts and calling for accountability. He emphasized that each elected official must fulfill their duties to the end. This mobilization aligns with the decentralization policy championed by President Ismaïl Omar Guelleh and implemented by the Minister Delegate, Kassim Haroun. The session concluded in accordance with regulations. Twenty-four out of thirty-five council members were present, meeting the quorum. The decisions are valid.
