A high-level Djiboutian delegation is actively participating in the 45th Congress of the International Association of Francophone Mayors (AIMF) , taking place from April 27 to April 30, 2025, in the heritage city of Hué, Vietnam .
Under the theme "Francophone Cities: Innovation, Resilience, and Solidarity for a Sustainable Future," this strategic gathering brings together over 450 mayors and local officials committed to the ecological and social transformation of their territories. Leading the Djiboutian delegation is Mr. Said Daoud Mohamed, Mayor of Djibouti City , alongside key figures from Djibouti’s regions, including Mr. Mahad Houssein Ahmed (Dikhil) and Mr. Omar Houssein Omar (Tadjourah). The delegation embodies the country's decentralization and innovation efforts .
Faced with common challenges such as energy transition, inclusion, and climate resilience , Djibouti aims to leverage this forum to strengthen its partnerships and showcase its progress in local governance. Speaking on the sidelines of the summit, Mr. Said Daoud Mohamed emphasized , "This Congress strengthens ties between Francophone cities and provides Djibouti with a platform to highlight its local solutions, particularly in climate risk management and urban infrastructure modernization."
The former imperial city of Hué , a UNESCO-listed site and an active AIMF member since 1992 , serves as an inspiring setting for discussions on public service digitalization, women's empowerment, and sustainable mobility . Djiboutian representatives have engaged in bilateral dialogues with several cities , including Hué, to explore technical and cultural cooperation .
This Congress follows the commitments made at COP21 and the Sahel 2025 program , reinforcing the crucial role of local governments in achieving Sustainable Development Goals (SDGs) . With a €1.3 million Cooperation Fund supporting 14 key projects , AIMF continues to provide concrete support to Southern cities , an approach that Djibouti welcomes and seeks to amplify .
Alongside the plenary sessions, Djibouti's delegation will highlight the country's strengths as a logistics hub and a model of regional integration , while also drawing inspiration from best practices shared by other members. This participation aligns with the vision of President Ismaïl Omar Guelleh , who places local action at the heart of the "Djibouti 2035" national strategy .
Finally, through its active involvement , Djibouti reaffirms its commitment to the Francophonie as a space for co-development , illustrating a path toward inclusive urbanization , at a time when African cities face unprecedented demographic and climate pressures .
